About the Role
The IT Analyst III Database Administrator contributes to the architecture, design, performance, and long-term growth of critical database services supporting executive branch agencies. Operating in a supportive, multi-platform environment spanning on-premises (Oracle, MSSQL) and public cloud services (AWS, Google Cloud, Azure), this role offers an excellent opportunity to manage enterprise database systems while expanding your expertise in modern cloud and automation technologies.
What You’ll Do / Key Responsibilities
- Database Architecture & Cloud Integration: Contribute to database architecture design and cloud transitions across multi-cloud (AWS, GCP, Azure) and hybrid ecosystems, aligning technology initiatives with agency objectives and emerging industry best practices.
- Multi-Platform Database Operations: Provision, manage, and support core enterprise database environments — including Oracle, MSSQL, Amazon RDS, PostgreSQL, and other cloud database technology — leveraging deep Linux OS expertise to optimize underlying host environments.
- High Availability & Disaster Recovery: Architect and enforce comprehensive business continuity plans, robust backup strategies, and highly available architectures. Execute seamless, zero-downtime data migrations while maintaining strict RPO/RTO and data integrity standards.
- Performance Tuning & Capacity Planning: Drive full-stack observability and system health. Resolve complex performance bottlenecks, execute advanced query/index tuning, and forecast capacity needs to ensure scalable, high-performance infrastructure.
- DevOps & Automation Engineering: Streamline database lifecycle management by automating routine tasks and provisioning through scripting (Python, Bash) and Infrastructure-as-Code (Terraform, Ansible, CloudFormation) within CI/CD pipelines.
- Security, Compliance, & Governance: Enforce stringent database security postures across all platforms, managing role-based access controls (RBAC), encryption, and compliance with regulatory frameworks.
- Cross-Functional Leadership & Mentorship: Act as a strategic partner to line-of-business leaders, application developers, and analysts to optimize data solutions. Provide technical mentorship and operational guidance to elevate the broader DBA community.
- Incident Response & Operational Reliability: Ensure continuous availability of critical database systems, which includes responding to incidents, troubleshooting complex code, and participating in a rotating after-hours on-call schedule.
Requirements & Qualifications
- Education & Foundation: Bachelor’s degree in Computer Science, Information Technology, or a related field plus 2+ years of hands-on IT/database administration experience; OR 4+ years of progressive, practical database administration experience without a degree.
- Multi-Platform & Cloud Expertise: Strong proficiency in at least two core enterprise platforms (e.g., Oracle, MSSQL, PostgreSQL) with hands-on experience managing and optimizing deployments in AWS, GCP, or Azure.
- Performance Optimization & SQL Mastery: Advanced SQL skills for complex querying and data manipulation, combined with proven experience tuning database performance and implementing full-stack observability tools.
- Resilience & Disaster Recovery: Comprehensive working knowledge of high-availability architectures and robust backup, recovery, and disaster recovery methodologies.
- Database Security & Governance: Demonstrated success implementing and maintaining strict data security measures, including user permissions, role-based access controls (RBAC), and encryption standards.
- Analytical & Communication Skills: Proven ability to troubleshoot complex issues autonomously, collaborate across teams, and translate highly technical solutions effectively to various stakeholders.
- On-Call / After-Hours Expectations: Ability to participate in a rotating after-hours on-call schedule to support critical incident response.
Preferred / Bonus Qualifications (if applicable)
- DevOps & Infrastructure as Code (IaC): Hands-on experience with configuration management tools (Terraform, Ansible) and version control (GitHub) within CI/CD pipelines for automated database provisioning.
- Data Engineering & Modern Ecosystems: Familiarity with Data Warehousing, ETL processes, NoSQL databases (MongoDB, Redis), and streaming platforms (Kafka). Experience with managed cloud database services (e.g., Amazon Aurora, Google Cloud SQL, AlloyDB, BigQuery) is a strong plus.
- Specialized Infrastructure & Migrations: Working knowledge of high-performance appliances (Oracle Exadata) and enterprise data mobility, including Zero Downtime Migration (ZDM) strategies.
- Governance, Compliance, & FinOps: Experience operating within strict government regulatory frameworks (CJIS, HIPAA, FedRAMP) paired with expertise in cloud cost optimization strategies (e.g., reserved instances, savings plans).
- Active Cloud Certifications: Holding an active Associate-level or higher certification, such as AWS Certified Data Engineer – Associate, Azure Database Administrator Associate, or Google Cloud Professional Cloud Database Engineer.
Benefits & Perks (if applicable)
- Job Stability: Enjoy the security and reliability of employment within a well-established organization.
- Career Growth: Develop valuable skills and gain opportunities for leadership within a large organization.
- Meaningful Work: Contribute to an important service that benefits the community and supports organizational goals.
