The HHSC Social Services Applications division is seeking a Senior Logical Database Administrator / Database Developer with a proven track record in developing and maintaining high-performance enterprise software solutions using Agile methodologies.
In this exciting role, you will be central to ensuring that the Texas Integrated Eligibility Redesign System (TIERS) and related Eligibility Supporting Technologies portfolio remains available and in service for HHSC Staff and the citizens of Texas. This portfolio processes applications and determines eligibility for over 60 types of food, cash assistance, medical, and community care services. You will work in a fast-paced, customer service-based environment alongside an exceptional team of software, database, and dev-ops engineers, utilizing cutting-edge web platform technologies on high-impact initiatives.
Note: This onsite role requires the selected candidate to work from an HHS office in Austin, Texas.
What You’ll Do / Key Responsibilities
- Database Design & Maintenance: Own all day-to-day application-specific database design efforts. Design, develop, tune, and maintain database structures, behaviors, performance, security, and recovery solutions underlying the TIERS applications portfolio.
- Agile Collaboration: Work closely with application development teams, business stakeholders, scrum masters/agile coaches, and architects to enhance the TIERS portfolio. Utilize Agile development practices to participate in backlog grooming and user story development.
- Modern Tech Stack Integration: Build databases and applications utilizing modern web platform technologies, including Java/J2EE, SOAP/REST web services, Spring, JPA, jQuery, AngularJS, IBM WebSphere, Oracle, and PostgreSQL.
- Performance Tuning & Monitoring: Configure alerts, implement monitoring tools, and monitor database performance. Proactively and reactively diagnose and tune performance issues across a multiple-application environment during various stages of the SDLC.
- Troubleshooting & Support: Provide database operations triage and support (defect repair, maintenance) for web-based Java applications in an SOA platform. This includes workday and night/weekend on-call support to maintain high availability.
- Code Development: Write and debug complex stored procedures and triggers. Develop and test database code/scripts to resolve defects, improve application reliability, and assist in creating scalable database architectures.
- System Upgrades & Capacity Planning: Evaluate, recommend, and implement database software packages and upgrades. Plan for future data needs ensuring necessary capacity is available and advise developers on tuning options.
- Process Improvement & Compliance: Develop policies and procedures to ensure consistent implementation of database and programming best practices. Comply with Federal, State, and agency laws, rules, policies, and programming standards.
Requirements & Qualifications
- Education & Equivalent Experience: Graduation from an accredited College or University with a bachelor’s degree (Major in computer science, computer information systems, management information systems, or a related field is highly preferred). Graduation from an accredited high school or GED plus four years of relevant full-time, paid work experience may substitute for degree.
- Work Authorization: This position is open to U.S. Citizens and permanent residents. Selected candidates must be legally authorized to work in the U.S. without sponsorship.
- Database & OS Proficiency: Ability to work effectively with Oracle 11g/19c, PostgreSQL, Windows Server, Unix (Solaris), and Linux. Experience managing large Oracle databases on Unix in a Production environment.
- Performance Tuning Expertise: In-depth knowledge of evolutionary and traditional Oracle tuning methodologies, internal views, performance monitoring tools, and shell & SQL scripting. Expertise in troubleshooting and isolating sources of performance issues quickly during slow system response scenarios.
- SDLC & Engineering Knowledge: Thorough knowledge of the principles, practices, and techniques of software development, full SDLC, and industry-accepted software engineering practices.
- Analytical Skills: Strong skills in technical analysis and design, including database design, planning, and troubleshooting complex software and database problems.
- Communication & Teamwork: Exceptional communication skills with varied levels of staff and end-users. Ability to document issues clearly, prepare concise reports, act as a technical consultant, and contribute to teamwork and unit harmony under pressure.
Preferred / Bonus Qualifications (if applicable)
- 8 Years: Full-time logical database administration, or closely related experience in an enterprise-class production environment.
- 5 Years: Logical Database Administration of Oracle 11 and/or Oracle 19 databases in a production environment (including creating/documenting logical & physical data models, developing stored procedures/scripts/SQL, and optimizing/tuning SQL).
- 5 Years: Experience supporting application development teams and multiple, simultaneous development cycles.
- 4 Years: Experience supporting Oracle 19 and/or PostgreSQL in an enterprise-scale production environment.
- 4 Years: Experience performing logical database administration in support of Java (J2EE) / WebSphere based enterprise applications.
- 4 Years: Database programming and/or script writing experience.
- 2 Years: Experience supporting application databases through an Oracle 19 upgrade.
- 2 Years: Experience with RAC, RAT, Big Data, Goldengate, ASM, Dataguard, & RMAN.
- 2 Years: Experience supporting migration of Oracle databases to PostgreSQL.
- 2 Years: Experience supporting enterprise-scale databases in Azure, Amazon, and/or Google Cloud platforms.

The offered salary will be determined in accordance with budgetary limits and the requirements of HHSC Human Resources Manual.
